Hugh? I am not sure I understood this, but two professors Janet Marler and Sandra Fisher did an empirical study of 40 HRM Studies and came to the conclusion that HR Technology doesn't increase HR Strategy?
Apparently the study goes through 40 studies from 1999 to 2011. Which leads one to wonder what technology was being looked at in 1999?
